Highlights question..? What would they do?

Hey :) I have naturally dirty blonde hair,like emma Watson's in the harry potter movies if any knows them.I'm wanting to get a few highlights as my hair at the moment makes my skin look grey and dull.I like Hilary Duff's hair colour kind off,but i don't want to go too like dumb blonde colour. golden blonde would be fine.I love deep rich blonde hair colour so that's what I want.Would this work? I have Green/blue eyes and VERY pale skin. xx thanks
