Do other countries allow their illegal immigrants to attend college?

I live in GA and yesterday in Atlanta, illegal immigrants protested outside the capitol because they're barred from attending the top universities in the state because of their illegal status. It made me wonder, do other countries allow people who entered the country illegally to attend their public schools and/or their universities?
